O&R Energizes New Lovett Substation, Marking Second Completed Substation in the Last Three Months
O&R has officially energized its latest addition to the Lovett electric substation in Stony Point – a project that significantly enhances the company’s electric transmission system to provide more reliable and resilient electric service for approximately 50,000 customers in Rockland County.
The new 345 kV (kilovolt) addition to the existing 138 kV Lovett substation, a $58 million investment, was constructed at the former O&R Lovett Generating Station property at the corner of Elm Avenue and Spring Street in Tomkins Cove. The additional substation integrates gas insulated substation (GIS) technology, which incorporates a smaller footprint and will require less maintenance.
Both substations are connected to the electric transmission system through overhead transmission lines, improving electric service reliability for the community.

Additionally, this new substation brings an important tax benefit to Stony Point, the North Rockland School District, and Rockland County.”
The energization of the Lovett substation marks the second new electric substation completed by O&R in the last three months after the new Blooming Grove substation came online in late July.
The Blooming Grove substation, a $42 million investment, serves approximately 6,200 customers in Blooming Grove and Washingtonville and consists of two, 50 megavolt ampere (MVA), 69/13.2 kV transformers. The expanded capacity of the new substation at Blooming Grove now allows for O&R to accommodate for future load growth in these areas, such as residential and commercial growth, as well as battery connections.
Through October, O&R has made investments totaling over $156 million in 2024 to strengthen and improve the reliability of its electric system. These investments build on the nearly $1 billion O&R has invested over the past decade on electric system maintenance and reliability projects.
