Transmission Line 705 Project
About the Project
The Transmission Line 705 (TL705) project is the proposed construction of a new 138 kilovolt (kV) underground transmission cable that spans approximately 5.5 miles between two area substations in the Town of Clarkstown, Rockland County, New York. Construction is due to begin on or about September 24, 2024.
The proposed route goes from west to east from the Burns Substation access road, beneath N. Pascack Rd, onto Smith Rd, then south on N. Middletown Rd, east onto Rt. 59, north on College Ave, east on West Nyack Rd, then onto Western Highway North, turning east and running beneath the CSX railroad tracks and onto the West Nyack Substation property.
This project will provide additional electric power to the southern Rockland County area, making the system more robust and safe, and improving service reliability.
Permitting and Approvals
To construct the Project, O&R will need all the necessary permits/approvals:
Federal Permits:
- U.S. Army Corps of Engineers
- Notification to New York State Thruway Authority
State Permits/Approvals:
- New York State Public Service Commission under Article VII of the Public Service Law, the Certificate of Environmental Compatibility and Public Need.
- Environmental Management & Construction Plan (EM&CP)
- New York State Department of Transportation – Utility Work Permit
Municipality Permits:
- Local approval from the Rail Road Crossing
- Consultation with Town of Clarkstown and the municipalities along the route
